The Municipal Water District of Orange County (MWDOC) is seeking proposals from qualified firms (Proposers, Consultants) to provide professional technical and project management assistance with the completion and submission of US EPA Lead and Copper Rule Revisions (LCRR) Service Line Inventories (SLIs) through a menu of service categories for multiple retail water agencies in Orange County.

The purpose of this Request for Proposals (RFP) is to solicit proposals from qualified firms for professional services related to the completion and submission of multiple Orange County water system providers SLIs to the California State Water Board Division of Drinking Water prior to the October 16, 2024 deadline as required in US EPA Lead and Copper Rule Revisions (LCRR) regulations.

The successful Consultant will provide professional services to multiple water agencies in Orange County through this coordinated effort. This RFP describes the District, the required scope of services, the consultant selection process, and the minimum information that must be included in the proposal. Failure to submit information in accordance with the RFP requirements and procedures may be cause for disqualification.

Request for Qualifications – On-call Technical Services to Support Reliability Planning, Engineering & Resource Development

The Municipal Water District of Orange County (MWDOC) seeks responses from qualified Respondents interested in a Contract to provide Reliability Planning, Engineering, and Resource Development professional services on an as-needed basis.

It is the intent of MWDOC develop an On-call Technical Services slate of Consultants. MWDOC will award separate Contracts to the highest-scoring Respondents for as-needed services on diverse and multiple projects. Each Contract will have a term of three years, with two one-year options to extend the Contract term. There is no guarantee of a minimum amount of work or compensation for any of the Respondents selected for Contract award.

Work shall be assigned by Contract Service Order (“CSO”) and MWDOC will negotiate the specific scope of services, budget, deliverables, and timeline for each CSO it issues. Each CSO shall include a scope of services, timeline, and a not-to-exceed fee. Respondents should be prepared to provide services for an entire project, several projects, and/or part of a project or for any project phase.

Based on MWDOC’s experience with prior as-needed professional services contracts, several types of professional disciplines and work may be required. Consultants may be required to perform analysis, studies, and investigations; monitor issue progress, prepare reports and preliminary plans; develop cost estimates; negotiate with regulatory agencies; and perform field inspections for various types of issues.

These services are required to address MWDOC’s fluctuating needs when existing MWDOC staff are unavailable to perform such work or when highly specialized expertise is required that current staff does not possess.

REVISED – the revised RFQ includes an additional Area of Focus section for Engineering -Program and Construction Management Services as well as an addition of metering experience as a desired expertise in Section 7 of the Required Responses.

Request for Proposals – Owner’s Representative Services

The Municipal Water District of Orange County (“MWDOC”) is soliciting proposals from qualified firms (“Respondents”), to provide a range of owner’s representation, project management, construction monitoring and quality assurance consulting services during the pre-construction, bidding, construction, and post-construction phases of the MWDOC Administration Building Seismic Retrofit and Tenant Improvement Project and Seismic Bracing of the South Emergency Operations Center (“Project”). The awarded proposal (“Contract”) will be between MWDOC and the selected Respondent. Respondents must meet the minimum qualifications and requirements set forth herein.

Request for Bids – MWDOC Computer Room Air Conditioner Replacement Project – CLOSED

The Municipal Water District of Orange County (MWDOC) is seeking bids from qualified firms (Contractor) to complete the MWDOC Computer Room Air Conditioner Replacement Project (the “Project”). The work consists of the addition of a new 3-ton Split-system air conditioning unit at the computer server room in Fountain Valley. The project includes all work necessary for a complete operating system, including ductwork modifications, structural supports, connection to existing electrical, connection to existing ALC base EMS system, and all other parts and accessories. Testing and balancing, Owner training, and warranty services are included.

Request for Bids – MWDOC Electrical System Rehabilitation Project – CLOSED

The Municipal Water District of Orange County (MWDOC) is seeking bids from qualified firms (Contractor) to complete the MWDOC Electrical System Rehabilitation Project (the “Project”). The project in general consists of increasing electrical service to the MWDOC administration building from 350A to 600A; installation of new circuit breaker panels, installation of a new 112.5KVA transformer, installation of a manual transfer switch and a generator tap box for emergency generator power, and removal and demolition of old electrical equipment and appurtances. The building will remain in operation during construction and requires a coordinated weekend switch over to the new feed to allow for continued operations. Following the switchover to the new 600A feed, the old electrical equipment will be removed and deposed of.

A “NON-MANDATORY” Pre-Bid Conference is scheduled for May 14, 2019 at 8:30 AM to review the Project’s existing conditions at 18700 Ward St. Fountain Valley, CA 92708.
