2025 Urban Water Management Plan
Urban Water Management Plans (UWMPs) are comprehensive planning documents that evaluate a water supplier’s long‑term reliability over a 20–25 year horizon. These plans assess current and future water supplies, demands, and strategies to ensure a reliable water future for the communities we serve. Under the California Urban Water Management Planning Act, water suppliers must update their UWMPs every five years.
The Municipal Water District of Orange County (MWDOC) is currently preparing its 2025 Urban Water Management Plan, which will replace the 2020 UWMP once adopted.
MWDOC is also preparing its 2025 Water Shortage Contingency Plan (WSCP). The WSCP is both a required component of the UWMP and a standalone document that may be updated independently. It outlines the stages, actions, and response strategies MWDOC will implement during water shortage conditions to help maintain reliable service and minimize potential impacts.
MWDOC invites the public to review and comment on the Draft 2025 UWMP and Draft 2025 WSCP at an upcoming public hearing.
The public hearing will be held during MWDOC’s Regular Board Meeting on Wednesday, May 20, 2026

2020 Urban Water Management Plan
MWDOC’s 2020 UWMP remains available for public reference until the 2025 plan is adopted. The 2020 document provides the District’s previous long‑term assessment of water supplies, demands, and reliability, and serves as the current adopted plan.
