Harvey F. De La Torre, General Manager

Harvey De La Torre has been the General Manager of the Municipal Water District of Orange County since December 2023. Mr. De La Torre has brought a wealth of experience and a deep commitment to water resource management, financial responsibility, and sustainability to the District.

Mr. De La Torre has been pivotal in the District’s major initiatives and projects for over 17 years. A few of his contributions include:

  • Spearheading a newly revised Financial Reserve Policy – ensuring a more robust and transparent financial framework;
  • Completing the 2023 Orange County Reliability Study – a key document in planning for the region’s water reliability needs;
  • Facilitating strategies for The Metropolitan Water District of Southern California to assist and partner with local agencies on the local resource projects, demand management programs, and water storage agreements, demonstrating a forward-thinking and cooperative approach to regional water challenges through a set of recommendations brought forth by a group of general managers on Metropolitan’s Business Model;
  • Leading the development of a staff implementation plan for the Board’s Strategic Priorities; and
  • Cultivating an approach with its retail agencies in facilitating shared service programs, local resource development, and regional planning.

Mr. De La Torre has provided policy, financial guidance, and analysis for Southern California’s regional and local water districts for over 25 years. Before joining MWDOC, he served as a senior water resource analyst at the West Basin Municipal Water District and the Central Basin Municipal Water District.

A graduate of the University of California, Los Angeles, he holds a Bachelor of Arts in Political Science and a Master of Arts from California State University, Fullerton. He served for 13 years as an adjunct professor of government studies and policy at Rancho Santiago Community College District. He has served in several community leadership roles, including Planning Commissioner for the City of Santa Ana.
