Request for Proposals (RFP) Production Meter Testing and Calibration, & Pump Efficiency Testing Services

Deadline: June 5, 2026 at 5:00 pm

The Municipal Water District of Orange County (MWDOC), on behalf of itself and participating Orange County retail water agencies (Participating Agency or Agencies), invites firms to submit a proposal to provide professional services in the form of volumetric production meter accuracy testing services to the individual Participating Agencies. Production meter test results will inform the assessment of water-supplied master meter error adjustments within the American Water Works Association (AWWA) Water Audit (M36) and the design of the production meter maintenance program. 

Interested firms may submit questions in writing. All questions will be documented, and answers/clarifications will be provided in an Addendum to the RFP. Receipt of all addenda must be acknowledged by statement in the submitted cover letter. Questions will be accepted until 5:00 P.M. (PST) on May 15, 2026 and should be submitted to Angela Crespi, Board Secretary, at acrespi@mwdoc.com with the subject line: Questions for MWDOC RFP WLC 2026-001.

Proposals will be accepted by email only. The electronic copy should be submitted to Angela Crespi, Board Secretary, at acrespi@mwdoc.com with the subject line: Proposal for MWDOC RFP WLC 2026-001 by 5:00 P.M. (PST) June 5, 2026. No printed proposals will be accepted. It is the proposers responsibility to ensure that the proposal is received.

Request for Qualification (RFQ) for On-Call Technical and Professional Services

Deadline: May 26, 2026 at 12:00 am

MWDOC invites interested firms to submit a Statement of Qualifications (SOQ) for MWDOC’s On-Call Technical and Professional Services. The purpose of this Request for Qualifications (RFQ) is for MWDOC to develop an On-Call Slate of pre-qualified consultants to assist the District with a variety of as-needed services across multiple areas of focus and MWDOC departments.

Questions regarding the RFQ will be accepted until Thursday, May 14, 2026 at 5:00 pm and should be submitted to Angela Crespi, Secretary of the Board of Directors at acrespi@mwdoc.com with the subject line: Questions for MWDOC RFQ ENG. 2026-01: On-Call Technical and Professional Assistance. 

SOQs will be accepted until Tuesday, May 26, 2026  Friday, May 29, 2026 at 5:00 pm. The electronic copy should be emailed to Angela Crespi, Secretary of the Board of Directors at acrespi@mwdoc.com with the subject line: SOQs for MWDOC RFQ ENG. 2026-01: On-Call Technical and Professional Assistance. No printed proposals will be accepted. It is the respondent’s responsibility to ensure that the District receives the emailed SOQ. If confirmation of receipt is not received from the District, respondents must follow up to verify successful delivery.

Request for Proposal: Water Loss Control Technical Assistance Program

Deadline: August 18, 2025 at 5:00 pm

The Municipal Water District of Orange County (MWDOC) invites your firm to submit a proposal to provide a Water Loss Control Technical Assistance Program (TAP). The selected consultant shall have demonstrated capabilities and experience in the fields of water system auditing, component analysis of both real and apparent losses, and the design, implementation, and evaluation of a broad variety of economically optimized water loss control programs. The consultant shall also have demonstrated capabilities and experience in evaluating metering and billing operations, leak detection and repair, and advanced pressure management. The TAP will include Technical Assistance to MWDOC, including the facilitation of a Water Loss Control Workgroup, policy review and analysis, water audit validation, and shared services technical support.  The TAP will also include one-on-one technical assistance to Orange County’s 30 retail water agencies.

Request for Proposals: Landscape Design Assistance and Landscape Maintenance Assistance Program for Turf Replacement Program Participants

The Municipal Water District of Orange County (MWDOC) and its member agencies invite your firm to submit a Proposal to provide professional services for The Orange County Landscape Design Assistance (LDAP) and Landscape Maintenance Assistance (LMAP) Program. MWDOC is soliciting bids from qualified landscape designers to provide 2-hour California Friendly landscape design consultations and 2-hour California Friendly landscape maintenance consultations to participants in MWDOC’s Turf Replacement Program. Each consultation will include a customized front yard landscape design or landscape maintenance plan, respectively, for the homeowner. Multiple vendors may be awarded the contract.
