Request for Proposals: Consumer Confidence Report (CCR) Technical Assistance for Orange County Water Agencies

MWDOC seeks professional services from a qualified consultant to provide technical assistance services to assist MWDOC and Orange County retail water agencies in meeting compliance with the U.S. Environmental Protection Agency (USEPA) and California State Water Resources Control Board Division of Drinking Water (DDW) Consumer Confidence Report (CCR) Rule in 2026, 2027, and 2028 (for reporting years 2025, 2026, and 2027, respectively).

Request for Proposals: Geographic Information System (GIS) Implementation Assistance

MWDOC and WEROC invite qualified and experienced consulting firms to submit a proposal to assist with the implementation of a MWDOC GIS system. The aim is to leverage existing GIS technology and establish a governance structure for MWDOC to improve operational efficiency, data management, and decision-making across MWDOC’s departments and between MWDOC and its member agencies and stakeholders.

Interested firms may submit questions in writing. All questions will be documented, and answers/clarifications will be provided in an addendum to the RFP. Questions will be accepted until Thursday, December 18, 2025, at 5:00 pm and should be submitted to Sarina Sriboonlue, Principal Engineer at ssriboonlue@mwdoc.com with the subject line: Questions for MWDOC RFP ENG. 2025-03: GIS Implementation Assistance.

Proposals will be accepted until Tuesday, January 20, 2026, at 5:00 pm. The electronic copy should be emailed to Sarina Sriboonlue, Principal Engineer at ssriboonlue@mwdoc.com with the subject line: Proposal for MWDOC RFP ENG 2025-03: GIS Implementation Assistance. No printed proposals are required.

PLEASE NOTE – ALL SUBMITTALS SHALL BE LESS THAN 25 MEGABYTES TO ALLOW EMAILING. FAILURE TO MEET THIS REQUIREMENT WILL BE GROUNDS FOR REJECTION OF YOUR PROPOSAL.

Request for Proposal: Web Based Rebate Processing and Databasing Platform

The Municipal Water District of Orange County (MWDOC) invites your firm to submit a proposal to develop a new Water Use Efficiency Program Web-Based Participant Rebate Processing and Databasing Platform (“Platform”) for MWDOC’s Turf Replacement Rebate Program and Spray-to-Drip Rebate Program. MWDOC is seeking an established Webpage/Software/Database Developer to create a Platform, such as a software as a service, that will serve as both a public-facing online application portal and an internal processing portal for MWDOC to track participation, communicate with participants, approve applications through a streamlined user interface, and access all captured data through organized data tables.

The Municipal Water District of Orange County (MWDOC) is seeking proposals from qualified professional actuarial firms to serve as MWDOC’s retained independent actuary to perform actuarial consulting services to value Other Post-Employment Benefits (OPEB) in compliance with Governmental Accounting Standards Board Statement No. 75 (GASB 75) for inclusion in the District’s Annual Report as of June 30, 2025.
There is no expressed or implied obligation for the District to reimburse responding firms for any expenses incurred in preparing proposals in response to this request.

 

Request for Proposals: Geographic Information System (GIS) Needs Assessment

MWDOC invites qualified firms to submit a proposal for MWDOC’s Geographic Information System (GIS) Needs Assessment. The purpose of this RFP is to obtain a qualified consultant team to assist MWDOC in assessing the District’s current GIS environment, identifying and clarifying near-term and long-term needs (organization-wide and by department), assistance with establishing clear organizational and departmental GIS goals, and developing a realistic roadmap with recommendations for resources to accomplish goals, including rough order of magnitude future cost estimates.

The Municipal Water District of Orange County (MWDOC) is seeking proposals from qualified firms (Proposers, Contractors) for services to monitor and track federal, state, and local funding opportunities; provide feedback, as requested, on potential funding opportunities; identify potential funding opportunities and match them to local and regional projects; and provide evaluations available grant opportunities.

The purpose of this Request for Proposals (RFP) is to solicit proposals (from the current contractor as well as other interested parties) from qualified firms/consultants with a proven track record in grants tracking and acquisition services to assist MWDOC in an effort to identify and pursue funding opportunities for projects within its service area.

The successful individual or firm will be awarded a five-year contract.
This RFP describes the district, the required scope of services, the contractor selection process, and the minimum information that must be included in the proposal. Failure to submit information in accordance with the RFP requirements and procedures may be cause for disqualification.
