MWDOC Announces New Board Leadership: Larry D. Dick Elected President, Jeff Thomas to Continue as Vice President
Fountain Valley, CA (December 11, 2025) — At its regular meeting today, the Board of Directors of the Municipal Water District of Orange County (MWDOC) voted to appoint Larry D. Dick as Board President, and re-elected Jeff Thomas to continue serving as Vice President. The leadership transition positions MWDOC to advance several major initiatives focused on long-term water reliability, water use efficiency, and regional partnerships that benefit Orange County communities.
“I am honored to be elected President and look forward to working closely with my colleagues, our staff, and our regional partners,” said MWDOC President Larry D. Dick. “Our region has always thrived through collaboration and innovation, and we will continue investing in planning and programs that benefit our local water providers.”
As President, Larry D. Dick will help guide MWDOC’s efforts to secure dependable, high-quality water supplies, strengthen drought resilience, and support the district’s work with cities and water agencies across the County. His priorities include advancing regional water supply projects and enhancing emergency preparedness programs, which will support residents’ and businesses’ future water needs.

Outgoing Board Chair Robert R. McVicker, P.E. praised the incoming leadership team, noting that their combined experience will help Orange County navigate ongoing water supply challenges and opportunities.
