Government Affairs
The Municipal Water District of Orange County’s (MWDOC) Government Affairs department works at the local, state, and national levels with MWDOC member agencies, regional partners including the cities of Anaheim, Fullerton, and Santa Ana, The Metropolitan Water District of Southern California and their member agencies, delegations, regulatory agencies, and bureaus to advance Orange County’s water needs. Policy, legislative, and regulatory developments and opportunities are central to this effort. MWDOC advocates for infrastructure investments, water reliability, and fair water rates to support the needs of residents, businesses, and public agencies across the region.
In addition, the MWDOC Grants Program continues to be an asset for MWDOC and its member agencies. The Program provides helpful information and tools to obtain funding for various programs and infrastructure.

Legislative Affairs
At MWDOC, advocacy is action. We closely examine pending legislation, keeping the MWDOC Board of Directors, local agencies, and the public informed on key water-related policies. Through this process, our Board takes official positions on legislative proposals and public policy issues based on MWDOC’s Legislative Policy Principles.
MWDOC staff, board members, and consultants regularly engage with policymakers to advocate for legislation that protects Orange County’s water future.

With Soto Resources leading grant tracking, acquisition, and writing support, we connect MWDOC member agencies to critical funding opportunities. Bill to Ease Taxes for Sustainable Home Upgrades
The Water Conservation Rebate Tax Parity Act, reintroduced by Reps. Huffman and Moore, proposes exempting federal income tax on rebates homeowners receive for water conservation and runoff management improvements, encouraging sustainable practices without added tax burdens.
