The Independent Special Districts of Orange County (ISDOC) is a membership association that represents the interests and provides advocacy on behalf of Orange County’s 27 independent special districts. ISDOC was formed more than 30 years ago to serve the needs of Orange County’s water, wastewater, sanitary, cemetery, vector control, library, recreation and parks, and other districts that provide specialized services within their communities. A seven-member executive committee guides the association and membership meetings are held on a quarterly basis to provide a forum for its special district members to meet and discuss issues and share information of mutual interest.
Independent special districts are sanctioned under California Law for the performance of local governmental functions within specified boundaries. Agencies range in size from small to very large and often cross political boundary lines, such as city and county borders, to serve a common community of interest. There is a clear identification between agency name and services provided, which has resulted in a high level of accountability and responsibility to the public, and a high degree of customer satisfaction. As such, they are an integral part of local government and contribute significantly to the quality of life in the communities they serve.
ISDOC is the affiliated Orange County chapter of the California Special District Association (CSDA), a not-for-profit statewide association that provides representation at the State Capitol, as well as cost-efficient programs that include education and training, insurance programs, legal guidance, industry-wide litigation and public relations support, legislative advocacy, capital improvement and equipment funding, collateral design services, and current information that is crucial to a special districts management and operational effectiveness.
