Director Larry McKenney is a resident of Aliso Viejo. Before his appointment to the Metropolitan Water District board in 2014, he was twice elected to the board of directors of the Moulton Niguel Water District where he served as president and represented Moulton Niguel on the board of the San Juan Basin Authority.
He is a graduate of the U.S. Naval Academy and the University of Texas School of Law. He served in the U.S. Marine Corps in the artillery and later as an attorney, and retired in 2007. For the past two decades, he has worked on water resources issues in a variety of roles. He served as a public agency attorney and in private law practice, led Camp Pendleton’s Office of Water Resources and the County of Orange Watershed and Coastal Resources Division, and worked for an engineering consulting firm. He is the Executive Counsel to the Santa Ana Watershed Project Authority (SAWPA).
Mr. McKenney has served on the boards of a number of water related and environmental organization boards. He currently serves on the Board of Trustees of the Southern California Water Committee and chairs that organization’s Legislative Issues Task Force. He also serves on the boards of the Association of California Water Agencies Region 10, the Urban Water Institute, Orange County Coastkeeper, and the Orange Coast Watershed & Environmental Center.
